Indian Horticulture sector contributes 33% share of total value of output in agriculture sector making very significant contribution to the Indian economy. Apart from ensuring nutritional security of the nation, it provides alternate rural employment opportunities, diversification in farm activities, and enhanced income to farmers. India is currently producing about 306.82 million tonnes of horticulture produce. which has surpassed the food grain production which is 284.83 million tonnes. India has emerged as world leader in the production of a variety of fruits like mango and banana and is the second largest producer of fruits and vegetables. Besides, India has maintained its dominance in the production of spices, coconut and cashewnut. Among the new crops, kiwi, gherkins, kinnow, date palm and oil palm have been successfully introduced for commercial cultivation in the country. Launch of National Horticulture Mission has spurred the production and productivity of horticultural crops. Productivity of horticultural crops has increased by about 32% between 2004-05 and 2017-18. Increase in demand for horticultural produce due to greater health awareness, rising income, export demands and increasing population poses the challenge for further increasing the production and productivity of horticultural crops. The issue of climate change has thrown up greater uncertainties and risks, further imposing constraints on production systems.

Mission for Integrated Development of Horticulture (MIDH) is a Centrally Sponsored Scheme for the holistic growth of the horticulture sector covering fruits, vegetables, root & tuber crops, mushrooms, spices, flowers, aromatic plants, coconut, cashew, cocoa and bamboo. Under MIDH, Government of India (GOI) contributes 60%, of total outlay for developmental programmes in all the states except states in North East and Himalayas, 40% share is contributed by State Governments. In the case of North Eastern States and Himalayan States, GOI contributes 90%. In case of National Horticulture Board (NHB), Coconut Development Board (CDB), Central Institute for Horticulture (CIH), Nagaland and the National Level Agencies (NLA), GOI contributes 100%. MIDH also provides technical advice and administrative support to State Governments/ State Horticulture Missions (SHMs) for the Saffron Mission and other horticulture related activities Rashtriya Krishi Vikas Yojana (RKVY)/NMSA. MIDH has the following sub-schemes and area of operation:

There are three Subordinate Offices viz Central Institute of Horticulture(Nagaland), Directorate of Cashew and Cocoa Development (DCCD) and Directorate of Aeracanut and Spices Development (DASD) functioning under the administrative control of Horticulture Commissioner and two Autonomous Bodies viz Coconut Development Board (CDB) and National Horticulture Board(NHB) under the administrative control of Joint Secretary (MIDH).

  • Central Institute of Horticulture (Nagaland) Central Institute of Horticulture, Nagaland is playing a vital role by providing Institutional support inorder to tap the huge potential for horticulture development in the North- Eastern region. The main thrust areas of the Institute are demonstrations of identified technologies pertaining to the region; production and supply of quality seed and planting material; training and capacity building of state govt. officials, field functionaries and farmers, accreditation and certification of nurseries in NER, monitoring of centrally sponsored programmes in the area of horticulture, promotion of organic farming, certificate and skill development course, post harvest management, processing, value addition, marketing and agribusiness promotion.
    Vision – To emerge as the pioneering, innovative, farmer focused and self-supporting Institute in the country.
    Mission – To provide excellent, innovative and relevant training to all the stakeholders so as to empower individuals and enable horticulture industry to bring about socio economic development sustainability in North East Region.

  • Directorate of Cashew and Cocoa Development (DCCD) The Directorate of Cashewnut and Cocoa Development functioning at Cochin is the subordinate office of the Department of Agriculture, Cooperation & Farmers Welfare of the Union Ministry of Agriculture & Farmers Welfare. This was established in the year 1966 for the promotion of cashew cultivation in the country, bifurcating the erstwhile Indian Central Spices and Cashewnut Committee.
    DCCD is implementing and monitoring of Cashew and Coca Development schemes and programmes under MIDH.

  • Directorate of Arecanut & Spices Development (DASD) The Directorate of Arecanut and Spices Development (DASD) is a subordinate office under Ministry of Agriculture, Government of India, to look after the development of Spices, Arecanut, Betel vine and Aromatic plants at National level. The Directorate monitors the development programmes implemented by the states in spices under MIDH.

  • Coconut Development Board (CDB) Coconut Development Board Kochi, (CDB) is a statutory body established by Govt. of India by an Act of Parliament (Coconut Development Board Act 1979) and came in to existence in January 1981. India being the largest producing country in the world occupies a 31% of global production. The Coconut palm provides food security and livelihood opportunities to more than 12 million people in India. It is also a fiber-yielding crop for more than 15,000 coir based industries which provides employment to nearly 6 lakhs workers of which 80 per cent are women folk. The crop contributes around Rs.2,50,000 million to the country’s GDP and earns export revenue of around Rs.43,654 million.

  • National Horticulture Board (NHB) The National Horticulture Board (NHB) was established in the year 1984 by the Government of India as an autonomous organization and registered as a society with the Registrar of Firms and Societies, Chandigarh with its headquarters in Gurugram and 35 field offices located all over the country. The broad aims and objectives of the Board are the creation of production hubs for commercial horticulture development, post harvest infrastructure and cold chain facilities, promotion of new crops, and promotion of growers’ associations.
